Milestone’s Scenario Testing Service

A guide to the possible impact of change

Not only does Milestone provide an understanding of the role of towns within the national hierarchy, but it also enables users to understand the extent to which this role might alter as a consequence of change in the town or city.

An extension of the Similarity Reporting, Milestone’s Scenario Testing Service enables the testing of the possible impact of change on a town’s role or position within regional and national hierarchies. Examples of such a change might be the introduction of a major new employer into the town (and subsequently a change in its employment profile), or a new shopping centre (and subsequently a change in the quality and scale of its retail offer).

Following the scenario testing exercise, a revised Similarity Report is generated setting out the change in the variance and/or a revised ranking of the town or city against particular named towns.

This element of Milestone has numerous applications for towns and cities, however a key application is as a sense check of any possible change that might occur.

Milestone assists in the evaluation of resources to ensure that they are used in the most efficient way possible, and that investment is focussed on initiatives that are likely to meet desired objectives.

Issues that can be examined via Scenario Testing…

  • Are our ambitions, strategies and goals likely to be achievable?
  • What would be the impact of a development?
  • How will a centre’s attractiveness increase as a result of change?
  • Do we have enough resources to achieve our goals and are they realistic?
  • Is possible that what is planned is overly ambitious and unlikely to bring about the benefits that are hoped for?
